지역의 관광사업 부흥과 동해지역 관광의 메카로서의 상징성을 획득하기 위한 이 프로젝트는 기업의 투자와 지역경제 활성화 지방자치정부의 역량 발휘라는 순환적 연결고리에 의해서 가능하게 된다. 대지면적 295,271㎡의 사이트에 랜드마크타워, 숙박시설, 체육시설, 관람시설, 건강시설, 지역민 이용 부대시설과 인근 페리 항에서 접근하는 해상 관광객들의 이용성을 고려한 해상연계시설로 이루어져 있다.

For the revival of the local tourism industry and to be established a symbol as a mecca of tourism in the northern sea region, the project investor and revitalization of the local economy bureaucracy had to work together to make this goal a reality. The site area of 297,271㎡ holds a landmark tower, lodging facilities, sports facilities, exhibition faculties, health facilities, and amenities for the local citizens in addition to sea transportation network with the nearby fairy terminal for tourist.

건물은 여러 가지 동으로 구분되어 있는데, 그중 중심에 오메가 모양의 호텔은 엘리베이터가 안쪽레일을 타고 돌아, 마치 놀이동산의 회전풍차를 연상시키게 한다. 또한 아침에 해가 뜨는 시작과 태양의 궤적을 고려하여 오메가중심에 태양 빛이 비출 때 오메가 호텔의 진가가 발휘될 것이다.

The complex is built up of several buildings, but the central landmark is the Omega Hotel. The hotel's circular elevator's is controlled by the inner railing so that those who ride the elevator will get the is similar experience as riding a fairest wheel. And central "O" space was calculated to hold the sun at certain times of the day to create a spectacular show.
